Job description

[What the role is] Singapore Tourism Board's Data Exploration and Partnerships (DXP) department is shaping the data landscape for Singapore's tourism sector, and this role is central to that mission. As our Data Partnerships Manager, you will identify tourism industry data needs, forge strategic data partnerships, and design data use cases that generate actionable insights for STB and the broader tourism ecosystem. This is a high-impact, high-ownership role that sits at the intersection of partnerships development, data strategy and analysis, and industry transformation. Success in this position means building a robust ecosystem of data partnerships that delivers measurable value to Singapore's tourism sector, while progressively elevating the industry's data capability. You will serve as the bridge between STB's strategic data needs and the broader tourism ecosystem, ensuring that partnerships and data exploration initiatives translate into insights that drive real tourism outcomes. You will report directly to the Head of Department and work closely with line units across STB, government agencies, and industry partners. What makes this role unique is the breadth of impact it offers: brokering strategic data partnerships, designing and running data pilots that surface actionable insights, and guiding tourism businesses in translating data into real business decisions. All of this within a newly established department where you will help shape how we work and make an impact on Singapore's tourism data landscape. [What you will be working on] Board wide Data Needs Assessment and Coordination You will consolidate and review data needs from line units across Singapore Tourism Board, conducting comprehensive gap analysis and research to fulfill data gaps within STB. This involves facilitating requirements gathering with line units and external stakeholders, researching data providers in the market, prioritising data requirements based on business impact, and coordinating across departments to resolve overlapping data needs and build a consolidated view of STB's data landscape. You will synthesise these findings into a prioritised data acquisition pipeline that guides STB’s data acquisition and partnership decisions. Data Partnership Development and Management You will proactively identify, evaluate, and establish strategic data partnerships with tourism industry players, technology providers, and government agencies. This includes building and maintaining a pipeline of prospective partners, conducting market research, assessing the commercial and strategic value of partnership opportunities, leading negotiations, and structuring agreements that deliver mutual benefit and long-term sustainability. Beyond establishing partnerships, you will manage ongoing partner relationships to ensure continued value creation, and work with internal departments to develop the governance and processes that underpin our Data Partnerships work, including frameworks, standard operating procedures, partnership templates, and performance monitoring mechanisms. All partnership activities need to be conducted in compliance with data protection regulations and government policies, with best practices documented and scaled across multiple arrangements. Data Use Case Design and Pilot Implementation You will design new data use cases that demonstrate the business value of tourism data, including working closely with internal and external stakeholders to define hypotheses, dataset requirements, success metrics, resource requirements, and implementation timelines. You will plan and execute end-to-end data pilots, which involve setting up small-scale data pipelines and data ingestion processes, performing data transformation and calculations, exploratory data analysis, creating dashboards, and generating analysis and insights that inform tourism strategy and operations. You will document pilot findings and translate results into clear recommendations on whether a
